The meeting was called to order at 0900 hours by Executive
Vice-President Jimmy Chavez at the Phoenix Mountain Preserve,
Phoenix, AZ. President Andy Swann was on vacation.

DEATHS – LINE OF DUTY / FAMILY:
Retiree Ben Shumway #22, passed away
33rd anniversary of DPS Officer Alan Hansen’s #204 death.
Officer Hansen died as a result of burns received in a
propane railroad tank car explosion in Kingman. The tank
blevied before it exploded. A total of 13 victims’ were
killed and 112 were injured.
Since the first of the year there have been 71 police
Officers killed in the line of duty nationally. Nine
Officers have died since the last meeting.
Three were killed by gunfire
Three were killed in automobile collisions
Two were victims of vehicular assaults
One was killed in a single motorcycle crash
One was a State Trooper (Massachusetts)
One was from a Municipal Agency
Six were from County Agencies
One was a United States Dept. of Justice Special Agent
Assigned to the Office of the Inspector General.
All nine were male

BOOK OFFER – STATE TROOPER, AMERICA’S STATE TROOPERS AND
HIGHWAY PATROLMEN.
Dave Schroder passed around a book on the history of
America’s State Troopers and Highway Patrolmen nationwide.
Book contains individual histories of each State’s Highway
Patrol/State Police, plus photographs of each State’s Patch,
Badge, Uniform, and Cruiser. If anyone is interested in
buying this book, the cost is $39.95 plus $6.95 s/h.

LEGAL REPORT:
Greg Robinson re-addressed the board on the latest flyers/
Mailers received from Robert Morse(Home Mortgage) using our
officer’s home addresses. Greg stated he is trying to
contact him at a new address to find out how he obtained
these addresses.

Dave Schroder addressed the board on loans made by the
Association to members. Board addressed the problem of
these default loans. Upcoming policy will be established
on loans after non-payment after 90 days.
LEGAL SERVICES REPORT:
Jan Felts advised there were 3 formal matters before Merit
System.
1) Merit System Board upheld de-certification of one
officer
2) 1st day of hearing was held with 2nd day of hearing
to be held in August.
3) Demonation hearing set in December
She also addressed the board on the time period for
hearings before Merit System Counsel. The Department has
the 120 day rule, there is no time frame for hearings for
Merit System. This is due to there only being one meeting
a month for the Counsel. She asked if we would support
asking the Counsel to have:
1) Regular meeting dates
2) Assign hearings officers to handle the case then report
to the Counsel at the monthly meeting.
RAFFLE UPDATE:
Colleen advised that the raffle tickets should be here at
the end of this month. She wanted to stress that anyone
buying $100.00 (5 tickets) would receive 1 free ticket.
MEET & CONFER UPDATE:
Executive Vice-President Jimmy Chavez gave a update on the
Meet & Confer election. The new law should take effect
sometime in mid September. Ballots will be sent out after
that date. Department will supply Mr. Hammon (3rd party
handling election), with the names for mailing ballots.
Ballots will be mailed back to Mr. Hammon, who will certify
ballot count. Election results and ballots will be given to
the Department. (Check website for further updates AHPA.com)
GENERAL INFORMATION:
Vice-President Chavez addressed the board on a flyer mailed
to employees from Arizona Public Employees Association,
AFSCME. The flyer announces a NO COST BENEFIT for State
employees. This benefit is $1000.00 Accidental Death &
Dismemberment Policy. Also this is a Health Services
Discount Card. This flyer is not from the Association.

Tom Jonovich has changed companies from Smith Barney to
Merrill Lynch. Our accounts will be moving to his new
company. Mr. Jonovich is also going to be putting on
around the State, meetings on PRPRS issues. The meetings
are for retired members, members who are thinking of
retiring.
Vice-President Chavez advised the Board on the upcoming
elections and who the Association is endorsing for both the
Senate and House seats.
20 – YEAR RINGS:
Vice-President Chavez presented 20-year rings to Mario Duran,
Robert Stephenson, and Melanie Goodson.
NEW BUSINESS:
Robby Craig asked the Association to endorse Mary Ellen
Dunlap (Clerk of the Cochise County Superior Court)and
Joe Knoblock (Bensen Justice Court). Motion seconded
by Bob Cencelewski. Motion passed.
Jim Bee asked the Association to fund the CASA (Citizen’s
Against Substance Abuse) golf tournament being held Sunday
August 6, at the Elephant Rocks course in Williams.
Amount was $400.00 for four-person Team and Association
hole sponsor. Motion seconded by Bob Cencelewski.
Motion passed.
Bev Fuller asked the Association to fund $150.00 for the
Department’s 3 Employee Awards Banquets. The request was
from Connie Hansen, Human Resources. Funds would be used
to pay for the refreshments. Motion seconded by Jim Bee.
Motion passed.
Bob Cencelewski advised of a golf tournament being held in
Kingman on August 1st. Cost will be $ 195.00 per team
(two person), or $ 65.00 per person. Further information
call Bob or District 1 office.
MOTION TO ADJOURN BY DAVE SCHRODER, SECONDED BY NATHAN TEEL,
MOTION PASSED.
NEXT MEETING:
The next meeting will be held on Wednesday, August 16, 2006
at 0900 at the Phoenix Mountain Preserve, Phoenix, Arizona.
